update: BET/CBS poll

the center for education reform reported the following in their newsletter this week:

OPTIONS FOR AFRICAN AMERICANS: BET and CBS released a comprehensive election-year study of registered African American voters this week. The survey revealed African American attitudes on issues ranging from crime to same-sex marriages. The respondents' attitudes on education should fuel education reformers everywhere. Over 44 percent of those polled said "changing district boundaries" is key to making sure African American children receive a good education. It seems African Americans want options in where they send their children to school. The findings are consistent with a 2002 CER poll that found that African Americans were among the strongest supporters of school choice.
how do they get "It seems African Americans want options in where they send their children to school" from "changing district boundaries"? for one thing, they didn't include the whole question, which i finally found on page 21 of this document, and which reads:

q42 Which ONE of the following would do the most to make sure African American children receive a good education? 1. Vouchers for children to attend private or religious schools; or 2. More government money going directly to public schools; or 3. Changing the school district boundaries so that wealthy and poorer schools are combined?
despite being ambiguously worded, option 3 does not say "school choice" to me.
